This project procures a new air traffic control system to be installed in place of the current air traffic control system to enable the provision of air traffic control services with coverage of service areas nationwide in the central and regional sectors with various flight control towers. System architectural structures are composed of the following key components:
The Main Operating System (MOPS) is the primary system of air traffic control for area control service and approach control service installed at Thung Maha Mek Main Office, Suvarnabhumi Airport, Chiangmai Air Traffic Control Center, Phitsanulok Air Traffic Control Center, Hat Yai Air Traffic Control Center and Phuket Air Traffic Control Center. The system was designed to have main and standby equipment to enable continual service provision.
The Contingency and Training System (CON/TRA) is a system for training air traffic controllers and engineers installed at Thung Maha Mek Main Office, Suvarnabhumi Airport, Chiangmai Air Traffic Control Center, Phitsanulok Air Traffic Control Center, Hat Yai Air Traffic Control Center and Phuket Air Traffic Control Center. This system is used as a contingency system in case of an emergency when the primary system malfunctions.
The Local Tower System (LTS) and the Remote Tower System (RTS) are systems that display air traffic information and flight plan information for various flight control towers.
The Independent Backup System (IBS) is the last air traffic control contingency system for supporting unexpected events or disasters, especially in cases when neither MOPS or CON/TRA are functional.
Systems supporting air traffic control service provision, namely, aircraft surveillance systems, voice communication systems, flight information systems and other necessary systems have signals linked to the primary system for future use and air traffic control service provision. Various sub-projects are consistent with the operational plans for this project.
ART has made personnel preparation plans by hosting training for operators directly involved with systems consisting of two groups of employees.

- Local Maintenance Training for ATM System
- Local Maintenance Training for VCCS/VRS System
Furthermore, during training courses up to before the system transfer phase, an operational readiness survey was carried out. Outside qualified experts were employed as consultants to prepare survey forms, collect data and analyze survey outcomes for use as information/factors for personnel development and system transfer planning.
ART studied and designed standard operating procedures for air traffic control with the new system and ART employed experts from overseas to perform safety case evaluations. ART will periodically coordinate and send information to the Office of the Civil Aviation Authority of Thailand for consideration and request approval to open air traffic control service provision with the new system.
